Grand Junction Police Capt. Troy Smith activated the critical-incident team to investigate the events that begin near the Mesa County Jail and ended in a crash at a dental building at 514 Road 28 about 4 a.m. last morning.
The team typically is called on to investigate incidents such as gunfire involving law enforcement officers.
Smith said he assigned the team to look into "how we ended up here," referring to the overturned, late-model Ford Mustang that sheared off a tree and stopped through a wooden fence and building sign.
Identities of the people inside were not immediately available.
The episode began when police tried to contact the vehicle near First Street and Grand Avenue about 3 a.m.
"You could hear him burning out," said Sheri Green, who saw the Mustang speed away from First and Grand. "He was flying."
The driver sped off, and the officer gave chase for about three blocks east on Grand before breaking off because of the hazard of pursuing the car through an urban area, police spokeswoman Linda Bowman said.
Soon after, officers searching for the car came on collide scene on 28 Road north of North Avenue.
Smith said he predictable the investigation to continue well into the day.
